Description: 
Wig: I used a cerulean silky Venus, provided by Arda Wigs.

Jewelry: Necklace/Body chain from Forever21. Bracelets from Michael's.

Headpiece: The base is made of craft foam and Wonderflex. I drilled a few holes and fed wire to make the beaded loops using pearls and crystals. Pearl painted seashells were hot glued in between the loops. The suspended crystals are held on with fishing wire. The rest is covered in iridescent glitter while two dyed starfish (who knew you could dye starfish ¯\_(ツ)_/¯ )are hot glued to the sides. It is held on by a blue ribbon and with white hair pins.
 
Top: I bought a cheap bra from Ardene's that I covered in iridescent fabric that I found on AliExpress. I applied some pearl dome beads  with Gem Tac to add a little more flair. The ruffled collar is the same iridescent fabric gathered along clear plastic boning that is stitched down to the bra.

Skirt:  I used Cosplay Fabric blue Ultrapreme for the first time. It was the perfect colour. It can crease so you have to carefully iron it with a pressing cloth (in my case a towel in the hotel room) to work out the wrinkles. I added a little pearl and crystal detail in the front by the knees to break up the flat block of colour. The mermaid flair at the bottom is slightly shorter at the front, to make it easier to walk, and longer in the back for a dramatic train. I also made a few meters of gathered trim to add to the bottom of the skirt in addition to some horsehair braid for an extra ruffled look. Since the skirt is stretchy I didn't have to add a waistband or a zipper but the iridescent fabric is not. The iridescent fabric on the waist  has a channel where I fed fishing wire through to hold it up like a belt.
